The problem
Most conference reports are transcripts.
They record what was said without establishing what it means, what was agreed, or what happens next. They may also arrive too late to inform decisions.
A rapporteur working from inside the subject matter does something different: listens analytically, recognises which interventions matter, connects them across sessions, and produces a record that reads as an argument rather than a log. For investment convenings that means understanding investment promotion, regional integration and reform programmes well enough to know what is significant when it is said.

Structured documentation of each session: positions taken, points of agreement and disagreement, commitments made and questions left open.

Cross-session analysis identifying the themes that actually emerged, rather than the ones the agenda anticipated.

Where the format calls for it, a summary delivered to the chair or plenary at the close of each day.
